Summary 0000015: Timeouts are specified to a granularity of seconds. This is not good enough on modern systems!
Description Recode the configuration to allow timeouts to be specified with a units qualifier. This will allow us to specify timeouts down to the microsecond which may be needed on very high performance machines.

The scheduler will then need to be made more granular - setting up time oriented queues that we stop scanning when we know we are going to time out again.

Consider a different queue/scheduler structure that is driven from the FD numbers and from the 'current time' plus allow for tasks to be in SUSPEND/READY2RUN states.
